Social Protection is one of the most important pillars for ensuring a developed, cohesive, equal, and inclusive society and plays a crucial role in promoting social rights, reducing inequalities, and creating opportunities for all citizens.

Within the domain of Social Security, Social Protection is a mechanism designed to safeguard citizens’ social rights, their economic and social security, and equal opportunities, as well as to promote well-being and social cohesion.

This system implements support measures to combat poverty and social exclusion, targeted at citizens or families in situations of economic or social vulnerability.

There are various population groups that require special attention or are considered vulnerable: children and youth at risk, older people, people with disabilities, homeless individuals, victims of domestic violence, migrants in vulnerable situations, and others.

The One Value portal provides information on public investment in social protection policies, organised by target group: children and youth, older people, people with disabilities, and people and families in vulnerable situations.

Note: The investments presented here are categorised as follows:

Social Benefits – correspond to financial support paid to citizens and families in vulnerable situations (within the Solidarity Subsystem of the Social Security System). These benefits vary in nature but are intended to combat social inequality, poverty, and social exclusion. The identified social benefits are those most relevant to the different population groups presented on the portal. The values are those set out in the relevant legal instruments, published annually, and the average monthly amounts paid/processed are those available on the Social Security website.

Social Services – relate to the financial contributions paid monthly by Social Security to Private Institutions of Social Solidarity or legally equivalent entities, under a cooperation agreement, which deliver the social service in question. While the identified social services do not represent the full range of existing services, they are among the most representative within the framework of cooperation with the social and solidarity sector. The contribution values are updated annually in accordance with the Cooperation Commitment Protocol for the Social and Solidarity Sector and its respective protocol addenda.

Public Policy Priorities

Within the framework of the financing instruments managed by Portugal Inovação Social – Social Impact Bonds and Social Impact Contracts – the public entities responsible for implementing sectoral policy have identified priority public policy themes for the development of social innovation and entrepreneurship projects that address social issues based on outcomes or verified public expenditure savings.
