Public Policy Measure

The Home Care Service (SAD) is a social service that consists of providing care and services to families and/or persons who are at home, in a situation of physical and/or psychological dependence and who are unable to temporarily or permanently fulfil their basic needs and/or carry out instrumental activities of daily living, nor do they have family support for this purpose.

The Home Care Service has the following objectives:
a) Contribute to improving the quality of life of individuals and families;
b) Contribute to reconciling family and professional life;
c) To help users remain in their usual living environment, delaying or avoiding the need for residential care;
d) Promote strategies for developing autonomy;
e) Providing care and services appropriate to users’ needs, which are the subject of contractualisation;
f) Facilitating access to community services;
g) Strengthening the skills and abilities of families and other carers.

This social service is regulated by the Order no. 38/2013, of 30 January, which establishes the conditions for the installation and operation of the home care service.
