Public Policy Measure
The Old Age Social Pension is a social benefit intended for people aged 66 years and 7 months or more in a vulnerable situation who do not fulfil the conditions to receive the Old Age Pension under the general Social Security system.
It differs from the Old Age Pension in that it is intended for beneficiaries who are not covered by any compulsory social protection system or who do not have sufficient Social Security contributions to be entitled to the Old Age Pension (they do not fulfil the guarantee period).
This social benefit was created under Decree-Law no. 160/80 of 27 May in its current wording, which establishes a scheme of social security benefits for non-beneficiaries of the contributory system, and Decree-Law no. 464/80 of 13 October in its current wording, which establishes in new ways the conditions for accessing and awarding the social pension.
