Education is one of the driving forces of social and economic development in societies and a means of promoting social justice and equal opportunities. In recent decades, Portugal has increased school enrolment and national coverage indicators. Compulsory education must be inclusive and promote the success of all students, making the fight against school failure a primary priority of national educational policy. On the other hand, consolidating higher education as a driver of future progress depends on stable, consensus-based public policies focused on the country’s scientific development.

Promoting social innovation initiatives in contexts of greater vulnerability — such as students in itinerant situations, migrant students, or those with specific needs — is essential to building a truly inclusive school. This approach not only addresses the diversity of each student’s needs and potential, encouraging their active participation in learning and school life, but also generates long-term positive impacts. By ensuring high-quality and equitable education for all, real opportunities for social and professional inclusion are created, benefiting not only the students themselves but also the adults who interact with them — educators, families, and other community members. These processes contribute to a more cohesive, supportive, and prepared society and, with a forward-looking perspective, to a more diverse, innovative, and inclusive labour market.

The One Value portal presents the investment values per student for different educational levels, including higher education, based on national and international studies or other reference documents.

Public Policy Priorities

Within the framework of the financing instruments managed by Portugal Inovação Social – Social Impact Bonds and Social Impact Contracts – the public entities responsible for implementing sectoral policy have identified priority public policy themes for the development of social innovation and entrepreneurship projects that address social issues based on outcomes or verified public expenditure savings.
