Public Policy Measure
The Inclusion Activities and Capacity Building Centre (CACI) is a social service designed to develop activities and services for people with disabilities, regardless of their condition or level of independence, with the aim of promoting quality of life, independence, participation and inclusion.
This centre aims to promote a number of objectives, including:
* To create conditions that foster personal fulfilment and social inclusion, based on a person-centred planning approach;
* To promote strategies for strengthening self-esteem and personal and social autonomy, through the active involvement and participation of individuals in defining the activities to be carried out;
* Develop personal, social and interpersonal skills, with a view to maximising opportunities for social and economic participation;
* Contribute to emotional and social well-being by ensuring the quality of the activities carried out, in terms of their number, variety and nature;
* Coordinate transition processes to programmes for lifelong learning, vocational training, socio-professional inclusion or vocational rehabilitation;
* To develop activities and services centred on learning and inclusion pathways, enabling greater access to the community, its resources and activities;
* To ensure the full participation of people with disabilities, their families or legal representatives in defining their life plan, which is formalised through the individual inclusion plan;
* To promote measures and initiatives for capacity-building and lifelong learning, always fostering autonomy and inclusion;
* To foster inclusion initiatives within the community that promote a change in society’s perceptions, values and attitudes towards people with disabilities;
* To promote and foster coordination and cooperation with various organisations within the local community – whether public, private or from the voluntary sector – thereby strengthening the institution’s openness to the community and encouraging active participation;
* To support families and informal carers by providing temporary, non-residential respite care to allow informal carers to rest.
This social service is regulated by Order no. 70/2021, of March 26 in its current wording, which regulates the general conditions of the building, the terms and technical conditions of installation and organisation, operation and installation that the social service of the Inclusion Activities and Capacity Building Centre must comply with.
