Public Policy Measure
The MAIS Programme – Measures for Social Activation and Inclusion – is a measure that promotes the development of socially necessary work, that is, activities that meet temporary social or collective needs, particularly in the areas of social support, environment, and natural, cultural, and urban heritage. Its objectives are to:
– Facilitate contact with the labour market for unemployed persons in situations of vulnerability or disadvantage, fostering conditions that favour their professional inclusion
– Promote the qualification and development of the professional skills of unemployed persons through contact with the labour market and, at the same time, help prevent the risk of isolation, demotivation, and social marginalisation
– Promote the development of socially useful activities aimed at addressing temporary social or collective needs, contributing to the well-being of communities and to the active inclusion of unemployed persons
This Programme comprises the following support measures:
a) +Activation Measure, aimed at unemployed persons receiving unemployment benefit or social unemployment benefit
b) +Inclusion Measure, aimed at unemployed persons receiving the social integration income and other unemployed persons registered with the IEFP
The +Inclusion social activity contract has a maximum duration of nine months, renewable or not, with an additional three-month training period when applicable.
This measure was established by Order No. 118/2025/1 of 17 March, which creates and regulates the MAIS Programme – Measures for Social Activation and Inclusion – and replaces the CEI+ Programme.
