Public Policy Measure

The Iniciar Internships Measure is an employment policy initiative designed to foster the integration of young people into the labour market and to support the professional retraining of unemployed individuals holding a Level 4 or Level 5 qualification under the National Qualifications Framework (QNQ). This is achieved through the promotion of six‑month internships, which are non‑renewable.

Its objectives are to:
– promote the professional integration of unemployed individuals into the labour market by providing work‑based experience;
– improve the mechanisms facilitating the transition between the education and vocational training system and its alignment with labour market needs, thereby enhancing employability within companies;
– promote the enhancement and upgrading of individuals’ qualifications.

The measure targets unemployed persons registered with the public employment services who meet one of the following conditions:
– aged 18 to 35, holding a Level 4 or 5 qualification under the QNQ;
– over 35 years of age, not in receipt of an old‑age pension, and having obtained a Level 4 or 5 qualification under the QNQ within the last 24 months;
– persons with disabilities and impairments, holding a Level 4 or 5 qualification under the QNQ, or a lower level;
– individuals holding a Level 4 or 5 qualification under the QNQ, regardless of age, who are registered as unemployed with the IEFP.

This public policy measure was established by Order No. 219/2024/1, of 23 September.
