Public Policy Measure
The Certified Modular Training (FMC), framed within the National Qualifications System, is designed as a response for adults who wish to deepen their professional and relational skills or undergo professional retraining, aiming at practicing an activity, better adapting to technological and organizational changes, and strengthening their employability. They are characterized by the development of short- and medium-term training actions, previously organized or defined by the training entities, in order to provide a coherent and relevant response for (re)integration into the labor market.
The objectives of FMC are:
a) To deepen professional and relational skills, aiming at practicing one or more professional activities, improving adaptation to technological and organizational changes, and reinforcing employability;
b) To promote the completion and certification of competence units (UC) and/or short-term training units (UFCD) with flexible purpose and duration, adapted to the adult’s needs and availability, in the context of lifelong learning;
c) To enable the completion of previously obtained incomplete qualifications through other education and training modalities of the National Qualifications System (SNQ) or through recognition, validation, and certification of competences (RVCC) processes;
d) To allow the completion and certification of short- and medium-term training paths, previously organized, to provide a coherent and relevant response to the labor market;
e) To respond to the training needs of the labor market, namely those identified by companies and other employers and by specialized adult qualification centers, resulting from the conducted diagnosis, including the analysis carried out by the Assessment and Certification Committees (CAC), as well as the complementary training foreseen in RVCC processes, according to the applicable legislation.
FMC can be credited towards obtaining one or more qualifications at levels 1, 2, 3, 4, or 5 of the National Qualifications Framework that are included in the National Qualifications Catalogue.
The target group of this measure is adults aged 18 or older, employed or unemployed, who wish to improve their skills in general or specific professional areas. Young people under 18 may also attend this training modality, provided they are proven to be in the labor market or in a situation of particular social vulnerability.
This public policy was created by Decree-Law No. 396/2007 of 31 December, in its current wording, and regulated by Order No. 66/2022 of 1 February, in its current wording.
