What it is

One Value is an open-access platform that gathers and organizes information on public investment in various priority social policies in Portugal, in the areas of Social Protection, Education, Health, Employment and Justice.

The information available on One Value is dynamic and is continually updated, keeping pace with the evolution of public policy priorities and the transformation of social challenges.

The One Value platform is a project that results from a protocol signed between the Calouste Gulbenkian Foundation and the Portuguese State and was developed by MAZE Impact and the Portugal Social Innovation 2030 Mission Structure (EMPIS), which manages and updates it.

What are the Goals

The goal of One Value is to concentrate quantitative data covering indicators and values by category of public spending in a single access point, presented in a clear, accessible, substantiated and relevant way.

This data makes it possible to:

  • Identify and quantify some of the social challenges and problems facing Portugal;
  • Understand how public investment is allocated to the different areas of social policy, depending on the problems it seeks to solve and the vulnerable groups it aims to support – such as children and young people, people with disabilities, the elderly or people in situations of dependency, among others;
  • Stimulating the development of innovative solutions to tackle social problems and promoting impact assessment, valuing not only the results achieved but also the potential savings for public policies.
What's the Usefulness

The One Value platform gathers systematized qualitative and quantitative information that can have multiple uses, namely:

  • Promoting discussion and understanding of public policies and their areas of intervention as responses to social problems;
  • Supporting the development of entrepreneurship and social innovation projects that surpass traditional solutions in terms of efficiency and effectiveness;
  • Contribute to defining and assessing the relevance of result, execution and impact indicators, as well as the targets set in projects organized in the form of Social Impact Bonds or Social Impact Contracts, as innovative mechanisms for contracting social results or verifying the savings they can constitute for public policies, respectively;
  • Ensure compliance with the targets of the Sustainable Development Goals under the 2030 Agenda.
How it is organized

The information is organized by thematic area of public policy: Social Protection, Education, Health, Employment and Justice. The following information is presented for each area:

  • Framework in the public policy context;
  • General reference indicators and context;
  • Priority public policy themes and some of the relevant result metrics;
  • Unit public investment values (per person or per episode) in each of the public policies covered by the platform, including:
  • Cost description,
  • Frequency of occurrence, whether daily, monthly, annual, per visit or per episode costs (e.g. per treatment, per consultation, among other types),
  • Reference year,
  • Brief Description of the Public Policy Measure,
  • Reference Document (Legislation, Terms of Reference, Reports or others types of documents),
  • Value evolution over the years.

The data on the One Value platform was entered in consultation with the public bodies responsible for implementing public policy in each thematic area, namely: the Social Security Institute, IP (Social Protection), the Directorate-General for Education, the Directorate-General for Health, the Executive Directorate of the SNS-DE and the Central Administration of the Health System (Health), the Institute for Employment and Vocational Training, IP (Employment) and the Directorate-General for Reintegration and Prison Services (Justice), or others considered relevant in the context of updating it.
